Few anime series feature a cast as massive and as powerful as Naruto and its sequel Naruto: Shippuden. Across hundreds of episodes, the series introduces dozens of shinobi with wildly different fighting styles, abilities, and levels of power. From tactical geniuses and elite jonin to god-like beings capable of altering entire dimensions, the Naruto universe constantly escalates the scale of its battles.

Because of this, one of the most interesting questions fans often ask is simple: who are the strongest characters in the series?

This article attempts to answer that question by ranking 58 of the most notable characters from weakest to strongest based on their combat ability and how they would realistically perform against one another in a one-on-one fight.

58. Kin Tsuchi

One of Orochimaru’s Sound ninja during the Chunin Exams. While she had a creative bell-based genjutsu technique, she was ultimately defeated fairly easily by Shikamaru and never demonstrated the level of power needed to compete with stronger shinobi.

57. Zaku Abumi

Zaku’s arm-mounted air cannons were dangerous weapons capable of producing powerful shockwaves. However, he struggled against stronger opponents and was quickly outclassed by characters like Curse Mark Sasuke.

56. Dosu Kinuta

Arguably the strongest of the Chunin Exam Sound trio. His sound-based attacks were clever and effective, but his potential was cut short before he could truly grow stronger.

55. Ino Yamanaka

Ino’s Mind Transfer Jutsu is incredibly useful in team battles but far less effective in direct one-on-one combat. While dangerous in the right situation, she lacks the offensive power needed to rank higher.

54. Tenten

A weapons specialist capable of unleashing massive barrages of ninja tools. While skilled, her abilities simply lack the overwhelming power that many stronger characters possess.

53. Jirobo

A member of the Sound Four with immense physical strength and earth-style abilities. While powerful in his Curse Mark state, he is generally considered the weakest of the group.

52. Tayuya

A dangerous genjutsu user who controls demonic spirits through her flute. Her illusions nearly defeated Shikamaru and would be devastating against opponents without strong mental defenses.

51. Sakon

Sakon’s unique ability to merge with other bodies made him a terrifying close-range opponent. Combined with his brother Ukon, he becomes significantly more dangerous.

50. Kidomaru

Widely considered the strongest of the Sound Four. His spider-based abilities allow him to fight effectively at long range while trapping opponents in extremely durable webs.

49. Kiba Inuzuka

Kiba and his partner Akamaru rely on speed, coordination, and ferocious attacks. By the time of the war arc, his techniques become strong enough to overwhelm many lower-tier ninja.

48. Kankuro

A highly skilled puppet master with lethal traps and poison weapons. His fighting style is difficult to counter without knowledge of how puppet techniques work.

47. Hinata Hyuga

Thanks to the Byakugan and Gentle Fist technique, Hinata can shut down an opponent’s chakra network. Her close-combat skill gives her a clear advantage over many weaker fighters.

46. Kurenai Yuhi

A powerful genjutsu specialist and respected jonin of the Hidden Leaf. While we do not see many of her fights, her illusion techniques could overwhelm most lower-tier opponents.

45. Temari

A master of wind style whose giant fan can unleash devastating gusts capable of leveling forests. Her range and destructive power make her extremely dangerous.

44. Shino Aburame

Shino’s chakra-draining insects give him a very unique combat style. His calm strategy and lethal bugs make him a surprisingly difficult opponent.

43. Sai

Sai’s ink-based jutsu allows him to create creatures and weapons mid-battle. His versatility and speed make him one of the more unpredictable fighters in the series.

42. Haku

Haku’s Ice Release techniques allow him to trap enemies inside his Crystal Ice Mirrors. While extremely fast, stronger opponents have shown they can eventually break through the technique.

41. Chiyo

A legendary puppet master from the Hidden Sand, Chiyo proved her skill even late in life during the battle against Sasori. Her mastery of puppetry, strategy, and poison allowed her to fight an Akatsuki member alongside Sakura and survive one of the most technical battles in the series.

40. Jugo

Jugo’s curse mark abilities grant him explosive bursts of strength and destructive chakra attacks. When he loses control, his power becomes extremely dangerous, making him a serious threat to most standard shinobi.

39. Choji Akimichi

Choji’s expansion techniques allow him to massively increase his size and strength during battle. At full power, his destructive capability becomes enormous, allowing him to fight large-scale threats during the Fourth Great Ninja War.

38. Shikamaru Nara

While not the strongest physically, Shikamaru’s intelligence makes him one of the most dangerous strategists in the series. His Shadow Possession Jutsu can completely immobilize opponents, often allowing him to outthink and defeat enemies stronger than himself.

37. Neji Hyuga

A prodigy of the Hyuga clan, Neji mastered the Byakugan and Gentle Fist style at an early age. His defensive techniques and ability to shut down an opponent’s chakra network make him extremely difficult to defeat in close combat.

36. Asuma Sarutobi

Asuma was an elite jonin and experienced fighter who wielded chakra blades to enhance his close-range attacks. His battle against Hidan showed his ability to fight powerful opponents head-on.

35. Suigetsu Hozuki

Suigetsu’s ability to transform his body into water grants him impressive durability and flexibility in combat. While difficult to kill, his offensive abilities are somewhat limited compared to stronger characters.

34. Kimimaro Kaguya

Kimimaro’s bone manipulation abilities allow him to turn his own skeleton into deadly weapons. Even while dying from illness, he pushed both Rock Lee and Gaara to their limits during their battle.

33. Yamato

One of the few users of Wood Style after Hashirama, Yamato possesses extremely useful abilities for both combat and suppression. His techniques can restrain powerful chakra sources, including tailed beasts.

32. Zabuza Momochi

Known as the Demon of the Hidden Mist, Zabuza was an elite assassin with deadly swordsmanship and mastery of the Hidden Mist technique. His silent killing style makes him a dangerous opponent in close combat.

31. Rock Lee

Lee’s mastery of taijutsu and incredible speed make him one of the most physically gifted fighters in the series. When he opens the Inner Gates, his power increases dramatically, allowing him to compete with much stronger opponents.

30. Hidan

An immortal member of the Akatsuki whose ritual curse technique allows him to kill opponents by injuring himself after drawing their blood. His immortality makes him extremely difficult to defeat.

29. Sasori

A master puppet user who turned his own body into a weapon. Sasori commands an army of puppets and lethal poison techniques, making him one of the most dangerous members of the Akatsuki.

28. Mei Terumi

The Fifth Mizukage possesses two powerful kekkei genkai: Lava Release and Boil Release. Both abilities are capable of melting enemies and battlefield structures with devastating effect.

27. Kabuto Yakushi

Kabuto is a brilliant medical ninja with advanced combat knowledge and impressive adaptability. Even without preparation-based abilities, he is still a highly dangerous opponent.

26. Sakura Haruno

Sakura’s monstrous physical strength combined with her elite medical ninjutsu gives her incredible durability. Her ability to heal herself mid-battle makes her extremely difficult to put down.

25. Kakuzu

A veteran Akatsuki member with five hearts and mastery over multiple chakra natures. His durability and versatility allow him to fight several powerful opponents simultaneously.

24. Kisame Hoshigaki

Kisame possesses enormous chakra reserves and devastating water-style techniques. His weapon Samehada allows him to drain chakra from opponents, making him especially dangerous in prolonged battles.

23. Tsunade

One of the legendary Sannin and the Fifth Hokage. Tsunade’s incredible strength and regeneration abilities allow her to survive battles that would kill most shinobi.

22. Gaara

The Kazekage’s sand manipulation provides both incredible defense and powerful large-scale attacks. His abilities allow him to control entire battlefields from a distance.

21. Konan

Konan’s paper-based abilities give her impressive durability and the ability to reform her body. Her massive explosive paper attacks are capable of overwhelming even powerful enemies.

20. Deidara

Deidara fights primarily from the air using explosive clay creations. His large-scale detonations make him one of the most destructive long-range fighters in the series.

19. Onoki

The Third Tsuchikage wields Particle Style, one of the most devastating techniques in the series. This ability can disintegrate targets at a molecular level.

18. A

The Fourth Raikage relies on overwhelming speed and physical strength. His lightning-enhanced body allows him to blitz opponents before they can react.

17. Danzo Shimura

Danzo’s multiple Sharingan grant him access to Izanagi, allowing him to essentially rewrite reality for short periods of time and survive otherwise fatal attacks.

16. Killer Bee

The jinchuriki of the Eight-Tails and a master swordsman. Killer Bee’s control over his tailed beast grants him massive chakra reserves and incredible destructive power.

15. Orochimaru

One of the legendary Sannin, Orochimaru has mastered countless forbidden techniques. His ability to shed bodies and survive lethal injuries makes him extremely difficult to kill.

14. Hiruzen Sarutobi

The Third Hokage was known as the “Professor” for mastering nearly every jutsu in the Hidden Leaf Village. His experience and versatility make him a formidable opponent.

13. Jiraiya

Jiraiya’s Sage Mode dramatically enhances his power, speed, and durability. Combined with his powerful summons, he becomes one of the strongest shinobi in the series.

12. Tobirama Senju

The Second Hokage invented the Flying Raijin technique, allowing him to teleport instantly across the battlefield. His speed and intelligence make him extremely difficult to counter.

11. Itachi Uchiha

With the Mangekyo Sharingan, Itachi wields devastating techniques such as Amaterasu and Tsukuyomi. His Susanoo also grants him both an ultimate defense and powerful offense.

10. Might Guy

When Guy opens the Eight Gates, his physical power skyrockets to incredible levels. His battle against Madara proved that he could challenge even god-tier opponents.

9. Pain

As the wielder of the Rinnegan, Pain commands six bodies with unique abilities. His techniques allow him to destroy entire cities and control gravity itself.

8. Minato Namikaze

The Fourth Hokage refined the Flying Raijin technique even further, making him one of the fastest shinobi in history. His Rasengan and teleportation make him a lethal opponent.

7. Hashirama Senju

Known as the God of Shinobi, Hashirama possesses immense chakra reserves and unmatched Wood Style techniques capable of controlling tailed beasts.

6. Kakashi Hatake

After receiving both Mangekyo Sharingan, Kakashi gained access to an incredibly powerful Susanoo and advanced Kamui abilities that could manipulate space itself.

5. Obito Uchiha

As the Ten-Tails jinchuriki, Obito gained god-like power and fought the entire Shinobi Alliance at once. His dimension-warping abilities make him incredibly difficult to hit.

4. Madara Uchiha

Madara’s immense power, Rinnegan abilities, and mastery of combat make him one of the most dominant fighters in the series.

The origin of chakra itself, Kaguya possesses god-like abilities including dimensional travel and reality-altering power. It took Naruto, Sasuke, Kakashi, and Sakura working together just to seal her away.
